Project Description:  The Healthy Opportunities Pilot (HOP) is an innovative, new approach to addressing the upstream social determinants of health and reducing the need for clinical interventions by using Medicaid dollars to pay for services related to transportation, food, housing, and interpersonal safety. This Medicaid pilot program was developed by the North Carolina Department of Health and Human Services (NCDHHS) with a goal to improve the health of Medicaid members and save on costs for treatment of clinical illnesses by investing in evidence-based interventions.  NCDHHS is supporting Healthy Opportunities Pilots in three areas across the state, including an 18-county region in Western North Carolina (WNC).  As part of this pilot, MANNA FoodBank is establishing a new program and project team to support our partner network with implementation and management of services to be provided to Medicaid members who are food insecure.
Position Summary: The Associate Director, Healthy Opportunities, will manage and supervise all aspects of MANNA FoodBank’s Healthy Opportunities Program, including analyzing, designing, developing, implementing and evaluating all initiatives required to provide all services in the Food Services Domain of the Healthy Opportunities Pilot.  In collaboration with and as support to Impact Health, the HOP Network Lead in WNC, and the MANNA FoodBank Network, the Associate Director will oversee and direct the program team in providing technical assistance, training and support to food service partners, assessing capacity and gaps across the region and recruiting organizations and/or designing services to close those gaps.  The position and team will facilitate collaboration with in-network and out-of-network partners to increase agility of the overarching program as it scales in the region.  The position and team will oversee quality assurance, risk management, data reporting/analysis, and cost management across the program, and lead collection and sharing of lessons learned and best practices.  The position will lead partner engagement and partnership development across the pilot service providers, including managing the work with partners at the local, regional, state and federal level. The position will be accountable for all program reporting, data collection, and contract compliance.
